The provisions of this division shall be retroactive and applicable to all known and
unknown violations where improper drainage shall have been brought about by the improper
construction, alteration, diversion, blockage or restriction of any ditch, coulee,
drainage structure, culvert, pipe, inlet, gutter, catchbasin, manhole or other appurtenance
that applies to the transportation of stormwater, after due notice has been given
to the owner of the premises in question.
