Disapprove the permit application, indicating the deficiencies and the procedure for submitting a revised application and/or submission.

    (b)

If the public works director or his designee fails to act on an original or revised application for a building permit or land clearing permit within thirty days of receipt thereof, the application as filed shall be deemed approved by the public works director or his designee, unless the time period for review has been extended by agreement between the applicant and the public works director or his designee. Pending preparation and approval of any revised application, development activities may be allowed to proceed in accordance with any reasonable conditions established by the public works director or his designee.
