§ 42-82. Qualifications for applicant.

  • The emergency medical advisory board will vote to recommend or deny the application for a certificate of necessity after consideration is given to all of the following criteria:

    (1)

    Proof of financial capability with certified financial audits and a statement as to whether there are any unsatisfied judgments of record against such applicant, and if so, the title of all actions and the amounts of all judgments unsatisfied.

    (2)

    The financial ability of the applicant to respond to damages.

    (3)

    The establishment and maintenance of a bona fide office within the corporate limits of the city.

    (4)

    The ability of the applicant to provide both 24-hour emergency and nonemergency responses.

    (5)

    The probable permanence and quality of the service that the applicant has had in rendering similar services.

    (6)

    The securing of insurance as required by this article.

    (7)

    The staffing of such ambulances shall meet the minimum standards of providing Advanced Life Support (ALS) services as currently promulgated by the health care financing administration and/or Louisiana Medicare carrier and the provisions of this article.

    (8)

    Applying ambulance operator must submit evidence of an ongoing random drug-screening program.

    (9)

    Medical direction shall be provided by a physician licensed to practice medicine by the state board of medical examiners and employed full time by the applicant. Physician credentials shall be provided to the city-parish president or his designee.

    (10)

    Air ambulance service shall be provided by both rotor wing helicopter and fixed wing airplane on a full-time dedicated basis.

    (11)

    That all requirements of this division and all other applicable laws and ordinances have been met.
