It shall be unlawful for any person to cut, break, dig into, tunnel under, lay pipes
or mains of any kind (including, but not limited to, gas, water, sewage or drain pipes
and cables) or make any excavation in any street, alley, sidewalk, neutral ground,
curb or gutter or any other public place without a permit.
