Permits issued hereunder shall be valid from January 1 through December 31 of the
year in which they are issued. Permits issued after January 1 of any given year shall
be valid only through December 31 of that year. In the event that a permit is issued
after January 1 of any given year, the permit fee shall be prorated such that the
permit fee equals one-twelfth of the annual permit fee for each month, or portion
thereof, during which the permit will be valid. Application fees and renewal fees
shall not be prorated and are nonrefundable.
