§ 86-163. Residential permit parking zones; eligibility.

  • A residential area shall be deemed eligible for residential permit parking based on the following criteria as determined by the director:

    (1)

    The extent of the desire and need of the residents for residential permit parking and their willingness to bear the administrative costs associated therewith.

    (2)

    Proximity of the neighborhood to major "parking attractors," including employment centers, retail stores, restaurants, schools, medical facilities and tourist attractions.

    (3)

    Proximity to neighborhood transit services.

    (4)

    Scarcity of convenient off-street parking for residents.

    (5)

    The extent to which motor vehicles registered to persons residing in the residential area cannot be accommodated by the number of available off-street parking spaces.

    (6)

    Substantial use of neighborhood parking spaces by commuters and other nonresidents for parking.

    (7)

    Traffic, noise or safety problems caused by vehicles that cruise the area.
