§ 86-107. Civil nature of stopping, standing and parking violations, and electronic enforcement of red light running and speed limits.

The civil regulation of stopping, standing and parking (sometimes referred to as "parking"
or "parking regulations"), and electronic enforcement of red light running and speed
limits shall be governed by article IX and article X, respectively, of this chapter
except those violations identified in the state vehicle code and adopted pursuant
to section 86-2. Violation of a civil regulation in article IX and article X of this
chapter, except those sections identified in the state vehicle code and adopted pursuant
to section 86-2, shall only be a civil violation and no criminal penalty shall be
imposed for its commission. For purposes of this chapter, a violation is the violation
of any provision of article IX and article X of this chapter providing for or regulating
the parking or stopping of a vehicle, electronic enforcement of red light running
and speed limits, and other regulations specified within this Code as may be amended.
