The parking notice of civil violation shall contain information concerning the nature,

that failure to timely answer or appear before a hearing officer shall be considered
a prima facie admission of the civil violation set forth in the parking notice of
civil violation, in which event the hearing officer shall assess appropriate fine,
fees and/or penalties incidental thereto.
