A notice permitted or required to be given under this chapter shall be considered
given when delivered personally to the operator, or by mail postage prepaid, to the
registered owner, at the address provided by the office of motor vehicles or related
registration agencies for vehicles not registered in Louisiana, or to a lessee at
the address provided by the lessor, and/or to other persons truthfully nominated as
having the care, custody and control of the subject vehicle for electronic enforcement
violations as prescribed in article X.
