§ 90-31. Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Department means the administrative services department.

Permittee means a person to whom a permit to operate as a secondhand dealer has been issued.

Secondhand dealer means every person engaged or employed in the business of buying, selling, trading in, or otherwise acquiring or disposing of used or secondhand property.

Secondhand property includes but is not limited to the following types of property used previously by another person: jewelry, silverware, diamonds, precious metals, coins, pictures, objects of art, clothing, tools, automobile accessories and supplies, automobile parts, firearms, sporting goods, furniture, appliances and other such property.

Seller means a person selling or otherwise delivering to the permittee the goods, articles or things which are covered by this article.
