§ 26-367. Duties of permittee.

  • Every permittee under this article shall comply with the following:

    (1)

    The permittee shall use designated streets and move a building only over streets designated for such use in the written permit. The streets shall be selected by the permittee, subject to approval of the building official or his designee.

    (2)

    Where a structure is to be moved and there is the potential that a thoroughfare will be blocked due to the maneuvering of the moving vehicle, then the office of the fire chief may require standby fire protection equipment to protect that area during moving operations. It will be the responsibility of the moving operator to pay all fees for the equipment and manpower. Failure to pay such billing shall be cause for revocation of the mover's annual license and shall cause the city-parish consolidated government to draw upon the mover's letters of credit to honor his financial obligations.

    (3)

    The permittee shall contact the escorting authority at least 48 hours before expiration of the permit in order that a date and time can be assigned to the building move.

    (4)

    The permittee shall notify the traffic signal foreman at least two hours before the move is to be initiated and notify all law enforcement departments before the move is commenced.

    (5)

    Payment for all damages to public property or adjustments of public utilities incurred by the move must be paid upon receipt of an itemized bill from the city-parish consolidated government. Failure to pay such billing shall place the mover in violation of the provisions of this article and shall subject him to the criminal sanctions imposed for violation of this Code, and the mover may be subject to having his license suspended or revoked as provided for in this article. Additionally, by failing to pay such billing within 30 days from receipt thereof, the moving contractor does thereby authorize the city-parish consolidated government to draw upon his letter of credit furnished to the building official as set forth in this article to pay the billing in full. Payment for all damages to private property incurred by the move must be paid upon receipt of an itemized bill from the building official. Failure to pay such billing shall be a violation of the provisions of this article and subject the moving contractor to the criminal sanctions imposed for violation of this Code, and the mover may be subject to having his license suspended or revoked as provided for in this article.

    (6)

    The permittee shall cause red lights to be displayed during the nighttime on every side of the building, while standing on a street, in such manner as to warn the public of the obstruction, and shall at all times erect and maintain barricades across the streets in such manner as to protect the public from damage or injury by reason of the removal of the building.

    (7)

    The permittee shall remove all rubbish and materials and fill all excavations to existing grade at the original building site so that the premises are left in a safe and sanitary condition after the building is moved.

    (8)

    The permittee shall comply with all applicable regulatory laws.

    (9)

    The permittee shall notify all electricity, gas, water and sewer servicers to discontinue their services.

    (10)

    The permittee shall provide visual horizontal and vertical measurements of the house to be moved upon request of the escorting officer.
