§ 98-48. Vehicle condition.

  • (a)

    The exterior of a vehicle for hire must be free of gross damage (e.g., dents larger than six inches in any direction). The permit holder has 30 days from notification to make all necessary repairs. All paint must be of a factory-finish grade (primer is not allowable as a finish coat); however, chips or scratches alone are not cause for a vehicle to be disqualified for service.

    (b)

    The interior portion of a vehicle for hire must be maintained in a clean and orderly fashion and must be free of all debris. Dashboards must be free and clear of all paraphernalia and other items not necessary for the operation of the vehicle for hire. All vehicles for hire must have air conditioning and heating, at all times, in working order.

    (c)

    A vehicle for hire must be equipped with a serviceable fire extinguisher.

    (d)

    A vehicle for hire shall be in a proper and safe mechanical condition at all times when operating.

    (e)

    Head liner, door panels, package trays, arm rests, floor coverings and seats of a vehicle for hire must be free of holes, snags and soiled spots. The top of the back seat must fit securely against the bottom of the back seat. The floor covering shall be either carpeting or floor type mat.

    (f)

    The floor of the trunk of a vehicle for hire must be covered with either carpeting or floor type mat. Only a spare tire and those tools or accessories necessary for the operation of a vehicle for hire may be kept in the trunk. At all times, the trunk must allow for the placement of any baggage belonging to any passenger who will utilize the vehicle for hire.

    (g)

    Maintenance records of a vehicle for hire shall be kept by the operator in the vehicle and such records shall be made immediately available to customer service, public works and/or police department upon request.

    (h)

    A vehicle for hire may be subjected to an "on the spot" inspection by customer service, public works and/or the police department to determine whether such vehicle for hire is in compliance with this article. This right to inspect is in addition to any other inspection provided for in this article.
